In 1952 the CIA was mostly concerned with how the phenomenon could be used for psychological warfare but determined their knowledge at this point was too little to conduct that planning. Soooo, did they figure that out by 1968? Note the line: "U.S. Flying Saucers against the enemy":

The Air Force has known since its inception in 1947 that unidentified phenomena will never be fully 100 percent identified. In effect causing the erosion of trust we now have today. They knew eventually this would catch up to them. “The tail may wag the dog” -AF 1959
