One more comment about a claim in the WSJ article. Re: the "EMP test".
AFAIK, that doesn't wash. EMP doesn't "shut equipment down" ... it fries electronics and damages even heavy duty electrical equipment like the kind found at power stations.
From what I recall of the Malstrom AFB case, SAC was able to bring the missiles back on line after the event ended. That indicates that whatever damage occurred, it was minor ... not the after effects of an EMP hit.
Not only that, but even a localized EMP blast should have caused all kinds of problems in the adjacent city of Great Falls.
