These types are like criminal "wise guys", they believe that unless you get caught, then no crime has been committed. If he is smart he never even thinks about consequences because he knows that the rest of the crooks know what he knows and some bribes or blackmail will keep him safe if he somehow is caught. He understands that the other criminal authorities will not force the issue because they could get exposed as well, so it's unlikely he will ever get caught in the first place.
