The CCP leader is IMO making a serious mistake: he is swimming against the flow of Chinese history.
Propaganda aside, they have never been a naval power. They have the industry to build ships ... but lots of ships don't equal a Blue Water Navy.
It is one of those things like esprit de corps, a group has it or they don't.
China could acquire such a tradition, but given the lethality of today's weapons, it would come at a huge cost in men and ships.
I wonder if their priorities will change should Russia experience internal unrest. "Peacekeeping forces" and all that.
