Even as a kid, I was skeptical of the debunking efforts. Then, and now, I could accept that most of the sightings and encounters were mistaken, the result of alcohol/drug intake, or mental illness. But I could not accept that ALL of them were. And that meant there was something unusual going on, no matter how many witnesses the "authorities" attempted to discredit.
I've become jaded by the decades of government games. If undeniable disclosure comes, I'll just submit it to the "so what factor" test. Me having to keep on keepin' on after disclosure will mean the revelations merited a shrug of the shoulders and a muttered, "so what ...".
Key to many 'contactee' reports , from benign to abduction, is the theme of 'communion' , 'redepemption' , 'enlightenment' etc.
Perhaps this Herrington finally got the message that this is about our souls and the energy underlying the Universe, not just some solid non human people flying around space. It probably terrified him.
Also coming into play is the loss of control and the rage and frustration the ego feels, being the US GOV big ego, at not being able to dictate, bomb, or control 'the phenomenon'
So they have to spin tales about it to make themselves 'top dog.'
