I have never had that occur, and I usually soak beans anywhere from a few hours to overnight depending on if I'm cooking them on the stove or in the crock pot. At the very least I parboil them and let them soak for an hour or so afterwards if I'm short on time. Very strange!
As an American it's your responsibility to have your own strategic duck stockpile. You can't expect the government to do it for you.
