Funny thing about using nukes - if you use them to deny territory to your opponent, you also deny that same territory to yourself, for the same duration. No one gets to hold any of that territory. Nukes work in an area denial campaign, but it denies the area to EVERYONE. Not so good to hold territory, though.
Personally, I think he was just puffing out his chest, and wouldn't really nuke US areas at all, for the above reason. He was running a bluff, and a bad one, just to try and shake folks up and put 'em off balance.
F-15's on the other hand, I could see him using them... but, luckily, they have far more effective countermeasures than are available with nukes.
"Holding territory" is the gummint's end of a guerrilla conflict. The gummint has to hold turf to deny it to the guerrillas while showing themselves able to make use of it, but the guerillas don't have to hold any turf - holding turf is counterproductive for them, not their goal at all.
The guerrilla's game plan, especially in the beginning, is H+I - Harassment and Interdiction - of gummint personnel, supplies, and equipment... then they jump back into the shadows and move on to the next "holding" target, without trying to hold territory of their own. That way, they are not a sitting duck target, while gummint folks have to be.
So, the guerrillas overrun a gummint base or flash a supply convoy, take what they can use and burn the rest down (to deny it to their opponents), and move on.
While the US did not invent guerrilla warfare, they HAVE perfected it in certain military groups... and some of those folks have moved onward from the military, without leaving what they've learned behind. Those folks can present a real thorn in the sides of TPTB when they try to run their end game.
