One thing to bear in mind is that they weren't always "rogue" agencies.
Bad times brought about blunt instruments of government power.
But while abolishment is a consideration, we have to realize they would have to be replaced by something else, and without better control and more transparency, the same problems will emerge or remain, undisturbed by bureaucratic shuffles.
It is also important to realize the problems within each agency are of a different sort. The FBI has taken political sides while the CIA is able to run too many of its own programs unsupervised.
Corrections are necessary, but overcorrection could do more harm than good.
