I've only been awake for about an hour from an extremely interesting dream that might be of interest. In this dream limited time travel was a regular and to many people a daily occurrence.
Anyone that wished could travel through time within a 5 year radius (up to 5 years into the past or future). There were hubs located in every city that were set up similar to TSA screening areas in airports but the gates were skinny and padded so you had to squeeze through while simultaneously pressing a button with your thumb on a personal handheld device. There were guards and scanners that made sure you didn't bring weapons or explosives through.
My job that I went to every day was 3 years in the future. In the evenings and on weekends my friends and I would travel to the past to spend time with friends and family who had passed on. On one trip I smuggled medication to a friend who had passed from a disease that had a cure in my "present" and she lived on.
Those 15 minute cities we all read about? I lived in one. Rent was free and everyone was given an apartment that was very nice and about the size of a large shipping container with free utilities but you had to work for everything else. Nobody owned cars, you either walked or rode free public transport (trains and light rails). From what I understood many people still lived outside of 15 minute cities- it was your choice, though crime was nearly non-existent in the cities due to the screening process when applying for residency rather than extreme law enforcement.
Every job was required to provide health insurance and retirement, benefits rolled over when you changed jobs. Illegal drugs weren't really a thing in the cities as there were clubs where you could order your drug of choice the same as ordering an alcoholic drink- but you had to pass through security and scanners when exiting to make sure none left the club. Cigarettes were not a thing but you could travel into the past and find them. Burials didn't exist anymore, all remains were cremated. Pets were not really a thing in the cities either, at least not that I saw, but there were birds and squirrels and such outside and many people fed them. Cash was actually still used but it was rare. Travel outside of the cities was not hindered and even encouraged.

Edit to add: Visitors to the cities had to be able to pass the same stringent background checks as residents. Their IDs were scanned and their complete background came up on a screen. Any serious criminal infractions were red flagged and entry was denied. However they could always travel back in time 5 years and visit before this was put into place if necessary.

As an American it's your responsibility to have your own strategic duck stockpile. You can't expect the government to do it for you.
