There was some Chinese digital malware recently discovered in many of the systems used by U.S. utilities, government, and military that was built in, so this doesn't surprise me. I was pretty pissed when my analog scanner stopped working because the police and emergency workers went with "trunked" and encrypted on other frequencies. Not only are the new scanners more expensive, but they could encrypt at the push of a button, so I saw no advantage in getting a new scanner.
Now, I and others can use analog equipment still and unless they monitor it and are close enough to pick it up, then it could work for citizen networks. Also, encryption can be verbal or digital on analog (provided you have a device to encrypt the signal with). In fact, they have modems you can use with the MURS license-free frequencies often found in two-way radios from places like Walmart or Amazon.
You could even use Morse Code apps to transmit and receive the code and convert it into text. Also, by using substitution alphabets and other ciphers in combination, your messages will be nearly impossible to crack, or it would take far too long to do. Toss in some code language, unless anyone discovered the keys, then they will never break your encryption.
