I think it´s just precautionary , if nuclear accident or strike to nuclear power plant. This new guideline was started before Ukraine war, and they published it during the war.
If i am not mistaken other countrys has the same guideline , to take iodine if nuclear radiation would occur.
For me it think the best is to take iodine allways, it will actually take some time to saturate body, depending also how much halogens someone has in body. Fluoride, bromine competes with iodine .
But it is advised to take allways also selenium in any larger iodine dosages.
