I reckon the logic is: "Well, uhhh, railroad ties is made of wood... and wood floats... sooooo...."
But the notion of building a really big solar plant in ANGOLA? Why the hell ANGOLA? What's in that for US? For that matter, what's in it for Angola? It ain't like they have the worlds largerst population to pipe susnshine to, so.... WHY ANGOLA?
