Here is an interesting possible solution: Let's take those 87000 new IRS agents that Jester Joe wants to hire and put them on investigating the FBI and CIA. Those IRS sons-of-bitches don't play!

As an American it's your responsibility to have your own strategic duck stockpile. You can't expect the government to do it for you.
