I think their plan is to hide the missile launcher trucks in the sky. That has two advantages - one, the rockets don't need any fuel, and can run on the water that's already in them... just drop those suckers and plug your ears! and two, no one would ever think to look for trucks in the sky, so between that and the camo job, it just might work!
