Born March 1, 1934: Thomas Care Reed (still alive), elected into the secret society Sphinx Head Society during his senior year at Cornell University. Former Secretary of the Air Force [1976-77], Reagan NSC staffer, and man most responsible for the COG initiative known as the National Program Office (NPO) & the above top secret Doomsday Network along with Lt Col Oliver North. Reed refers to the NPO project in his book "At the Abyss: An Insider's History of the Cold War" as "Partridge."




NPO codeword was Pegasus. It was also referred to as Project 908 also known as "Nine Naught Eight". National Security Decision Directive 55 is still classified and all FOIA's have been denied in full.

The 2004 book is an autobiographical about Thomas C. Reed's experience at Lawrence Livermore National Laboratory through his time as an advisor to President Ronald Reagan. It reveals new details about the 1962 Cuban Missile Crisis, the CIA, the Farewell Dossier, and other facets of the Cold War.

In the aftermath of Ivory Leaf the President agreed that we needed a system of procedures and hardware that would allow him to send his Vice-President (or some other designated constitutional successor) into cyberspace, to keep him safe from attack yet able to execute informed civilian control of the government if the President were to disappear. During the summer of 1982, Major North and I gave this matter some thought, and on September 8, I briefed my conclusions to the President. Thus was born the project we shall call Partridge. The details remain sensitive, but at its heart Partridge was a plan to support the President in the oval office while providing his successor with the ability to disappear — not just personally, but with the staff and information systems needed to conduct the nation's business in times of trouble. The resulting system was expensive in terms of bureaucratic bloodshed and money, but by the end of Reagan's term, the U.S. government did not need to fear a disabling decapitation in the midst of a crisis.

Trans-Siberian gas pipeline sabotage allegation

In the book, Reed stated the United States added a Trojan horse to gas pipeline control software that the Soviet Union obtained from a company in Canada. According to Reed, when the components were deployed on a Trans-Siberian gas pipeline, the Trojan horse led to a huge explosion. He wrote: "The pipeline software that was to run the pumps, turbines and valves was programmed to go haywire, to reset pump speeds and valve settings to produce pressures far beyond those acceptable to the pipeline joints and welds. The result was the most monumental non-nuclear explosion and fire ever seen from space."
