My take on that "LOOKING GLASS" business was that it was/is a model (simulation) of reality, but with incredible amounts of data and computing power to draw upon. Essentially my idea was that it could make reasonable predictions of at least the near future, just based on how events in various situations had progressed in the past. Even just that capability would be a serious advantage for a nation-state.
I also wonder about the Breakaway Civilization notions. Not as crazy as it sounds if cloistered scientific elites were dabbling with exotic physics.
