That alone is a "crime against humanity", implicating the Rome Statutes, no war footing necessary as is the case with the Geneva Conventions. Who's going to hold them to account if not Team America, the World Police?
Will their buddies in China or Russia or North Korea do it? I think not.
Let's not forget the "Children's Army" during the Iran-Iraq war, where Iran "armed" several thousand of it's own kids with talismans that the Mullahs told them would "protect" them, and then sent them off against the Iraqis to die.
