I'm in the U.S. Bought three basic Huffy bikes for my kids this past Christmas from the local big box store. Got three of these in the mail today.
The local government apparently just passed a law requiring all bikes to have paid "licenses" to be ridden in public. When I called to confirm, they said cops have been issuing citations, even to kids.
They also said it was primarily to help with stolen bikes. But...it's a plastic sticker that can be peeled off.
The store apparently fills out the license application "as a courtesy to customers" without asking and sends the info directly to the local government. I asked what would happen if I'd bought the bikes out of state or they were a gift. They said licenses are mailed to the purchaser's address, and if out-of-state, the purchaser would have to "transfer" each license to the actual owner...for an additional fee of course.
When I was young, all the way through when my oldest daughter had a bike, the local police departments would have registrations that they would stamp onto the peddle hub of bikes and record the numbers in their log...it was always free and was intended to show ownership to deter stealing of bikes or identify a bike and return it to the owner. It was not required, it was just a protection to keep the kids honest. A lot of bikes were recovered from this practice over the years back then...no formal charges were brought against the thieves but the parents were assessed damages if their kids stole someone's bike and damaged it. That was good, owner transfer could also be done at the local police station if the kids sold their bikes....all free. It was sort of registration...and FREE.
These new rules they are doing and fees are just a way of getting money from people. they sure are making things expensive. The cops also took a poloroid picture of the bike in case it was stolen.
