Right now, they are hyping up the bicycle trails around here, and those fat tire bikes are really popular. No need for a license or permit of any kind as long as there is no motor driving it.
The counties around here allow you to drive golf carts, quads, and motor bikes along the main road if you stay to the edge of the road at or below 25 MPH. Technically, the state requires a driver's license, or permit, for operating any motorized vehicle, except if you drive on private property or down the ditch easement of the roads, on the shoulder (more or less).
Almost the same for boats. If your boat is less than 11 feet, and has no sails or a motor, no need to register it or have an operator's license. I believe you may need a driver's license for some motor boats, not sure though.
