I dunno, man. I think the British should still keep their eyes peeled. To me, from the sound of the article, what they are doing instead of "hanging a U-turn" is backing up to the 30,000 feet view, broadening the scope of "digital ID" to include "digital" passports and "digital" visas (i.e. broadening the net), and then pressing forward more slowly to lower the frogs into the boiling water over a longer time period so they'll notice it less.
It sounds like ti will still be required to work, and to deal with the government... and needing one to buy a pint at the pub or other private transactions has only been shelved for the short term until they rope everyone in with the other "must haves".
Then again, I've been told I have a suspicious mind and a paranoid nature, so maybe my assessment should be taken with a grain of salt.
