I find this tidbit above to be very interesting and worthy of further study.
The rest, well, that is just stuff you learn as you come to understand what a Good Fellow or a Wiseguy is. I hate cops shows but I'm OK with gangster flicks, so I may have gotten a clue from the mob movies.
The basic idea is that the rules are for people who are gullible and not too smart. Those who have been involved in the system learned that you can do whatever you want and it isn't a crime until you get caught. Even after being accused of a crime, you can get out of it with money and lawyers. The mob learns from the ruling government how this all works, that's the organized part of crime. They are just doing business like everyone else does, that's how things really work. They are the wise guys who know and the good fellows to do business with.
