.All through human development, from homo antecessor through homo sapiens, brain size developed in an upward trend. About 5000 years ago, however, brain size started decreasing again - just about the time "civilization" took hold. There was a study done on it that concluded civilization meant people no longer had to do everything for themselves as generalists, and could concentrate on specialization, and that took less brain horsepower, so they concluded that is why human brains started shrinking again.
Another way of seeing it, might be - with civilization comes datasets, where, rather than addressing each item of interest, individually, & thoroughly, grand classifications of data no longer needed for survival (*) are placed into catalogues/(data warehouses)...and assigned shortcuts for answers...requiring less storage, processing & retrieval capacities, and - less space (brain matters). The result would be similar - Less accurate decision making in the overall, though, perhaps, above par, in some specialization/s.
& BTW - maybe the guy was terribly constipated... needed a little help. Give him a break.

The trick is in what one emphasizes. We either make ourselves miserable, or we make ourselves happy. The amount of work is the same.
