Inclined to agree, "i don't know" is not allowed in the hallways and rooms.
I would take it further and say people don't want to believe they are not the smartest. Very hard for some to accept they are not the sharpest pencil in the box.

I don't believe the government(s) have more than data -- radar returns, video etc. Two big drivers from the government standpoint.
1 -- they don't want the public to believe there is something out there they can't at least somewhat influence -- thus rumors of shootdowns, crashes, recovery of craft, etc. If UFOs are untouchable, that means the government is NOT the top authority ... nightmare for officials.
