The key is probably the word "formal" in the phrase "formal identification". It's likely that they have made positive identification, but have not made that identification "formal" by releasing the information to the public. There can be any number of reasons for doing that, although I suspect in this case it is to avoid an "islamophobic" backlash if they confirm everything to the general public. Another potential reason is so that any such disclosures don't compromise an ongoing investigation.
So I would say they have actually made a positive ID - why else crush the family by telling them? - but have not made it "formal" for one or more of several reasons..
