The Iranian officials are simply envious because the dogs can lick their private parts whereas the officials cannot do the same to themselves!
Dogs are a tribal bunch. I know of a fortified base during the Vietnam war in which dogs were kept. The dogs liked the GIs and hated the Viets. Same thing with "pet" monkeys at the base, who, by the way, enjoyed a can of beer as much as the GIs. Shudder to think of what became of those animals when we departed.
