Mr. Newton started his federal career as a U.S. Army Military Police officer, where he was stationed in Germany, and assigned as the commander of a nuclear weapons depot. He remained in the Army Reserves, assigned to the Criminal Investigations Command, where he retired as a Major. After his stint with the U.S. Army he then began his civilian police career, working in major police departments in the mid-West, both as an officer and criminal analyst. Some of those departments included Dallas (TX), Kansas City (MO), Pueblo (CO), and Colorado Springs (CO). During his police career he was sought after as criminal analyst and department advisor, and began a short consulting career with numerous police departments, taking him to California, Colorado, Michigan, and St. Croix, USVI. He was also the author of several papers on criminal apprehension and behavior, and co-author on a manual titled "Law Enforcement and the Elderly."

Mr. Newton became a career federal employee in 1981, and was appointed to the Senior Executive Service with the Federal Emergency Management Agency, where he worked with programs and plans in the National Preparedness Directorate, and was a Senior Advisor to the Director of FEMA. He transferred to the Department of Defense where he was responsible for a number of classified Defense projects, specializing in preparing for and the response to chemical, biological, and nuclear threats against the United States, as well as homeland security.

During this period he provided advice and assistance to numerous Executive agencies on special projects; including the Metropolitan Police Department (DC), the Department of Justice, The Department of the Navy, and the President's National Security Council. At the time of his death he was the Special Advisor to the Chief of Staff for the Under Secretary of the Defense for Policy.

Prior to his death, Mr. Newton was presented with the Department of Defense Distinguished Civilian Service Award, the highest award a civilian can receive within the Department of Defense. Mr. Newton was an Eagle Scout with the Boy Scouts of America, a Master Mason with the Ancient Free and Accepted Masons (Ennis Masonic Lodge 369), was formerly a volunteer firefighter with the Ennis Fire Department, was a member of the International Association of Chiefs of Police, and was designated an Honorary Kentucky Colonel. Secondary to his devotion to Dolores and his country, his passion involved fire engines and trains. He loved watching them and riding them. Born November 27, 1944, in Dallas, Texas, Mr. Newton graduated from Schreiner Institute in Kerrville, TX, received a degree in Sociology from Trinity University, San Antonio, Texas, performed graduate work with Sam Houston State University, Huntsville, Texas, and was a graduate of the Harvard University Senior Management Institute. Mr. Newton was the son of Fred A. and Oleta H. Newton II. He is survived by his wife, the former Dolores A. Holt, several in-laws, cousins, nieces, nephews, and great nieces and nephews.

The golden helmet is from second half of the 5th century BC. Discovered in a village in Prahova County in Romania, in 1929 by a child. It was on loan to the Dutch from Romania.

The helmet is decorated with large studs on the top of the skull and two very large apotropaic eyes, meant to ward off the evil eye and magic spells. It was established that it belonged to an unknown local Geto-Dacian king or to a local aristocratic noble, from around 400 BC.
