Maybe they transfer whatever is in the shipping containers into these boxes and move them to the wilderness. The locks on them could be on a timer or remote and they could be releasing whatever is in them in the middle of the night when nobody is around. Lots of restricted areas in national parks with no explanations for why the areas are restricted.

Huh, I never heard of these "black boxes" in National Parks. I been to Zion 7 times along with many others in the west. Though, I usually do not venture that far off the trail. I've found those Geo-cache boxes (lunch-box size) in National Parks but nothing like what is described in the video. So weird. Does that Missing-411 guy know anything about these containers? Somebody, somewhere must have a few photos of these mysterious boxes and the lock. The vid certainly opens some rabbit hole conspiracies!
Aside from National Park restrictions are the designated National Wilderness areas. Get caught hiking in those areas without papers & permit and you're looking at a hefty fine and added to a special black list.
The pinned comment from the video has an interesting story about one of these boxes in the Appalachian mountains.
I will message him and ask because though he doesn't mess with it much we are "friends" on Facebook. Don't know if he will answer but it's worth a shot. Will let you know if he responds.
