I've read the mountains of containers in ports only get spot-checked to see if the manifest is as documented. Anything could be inside of them.
The bit about the "viewing port" sounds too convenient, as in made-up.
Am aware of one U.S. military base overseas that had a Chinese restaurant on it. The owner had all the required permissions to operate the restaurant ... except that he had smuggled workers from the MAINLAND onto the base and they were living in the restaurant building. Was kind of a stink when that was discovered.

All of four transport aircraft. Air America of the 21st century? Or are they so relatively unknown that someone is marking containers with their code and not expecting anyone to realize the markings are bogus?
