There are different shovels for different purposes, and without proper licenses and tough laws, they can all get used for violence.
Trench shovels, spades, post-hole diggers, coal shovels, snow shovels, lots of shovels we'd have to do without, for the greater good. Think of the children and shovel violence in the schools. The gang violence and the shovel-culture of the inner cities. This could all be avoided if shovels are banned from the public and only used by the government who would never misuse them.
I'd be looking at other gardening implements for tougher legislation as well. Hoes, rakes, and of special concern are the garden or hay forks that have greater destructive capability than shovels.
Also, there are composite handles and other add-ons that should be banned as well.
