In 1970 while at the US Army War College, Giuffrida wrote a thesis (PDF) titled "National Survival—Racial Imperative", outlining a military contingency plan for the forcible relocation of some 500,000 black militant Americans to concentration camps in the event of a national emergency involving racial strife. Though debatable as the thesis states it would take 14 years to relocate them forcibly and appears to question if this is even realistic given the history of Japanese internment camps. His thesis became available after a journo filed a FOIA in 2014. He resigned as FEMA director following a congressional fraud investigation. Several years after leaving FEMA, Louis O. Giuffrida consulted on security matters for Lyndon LaRouche's defense team in his mail fraud trial.

Proponents have cited a contingency plan (Rex 84) drafted in part by U.S. Marine Colonel Oliver North calling for the suspension of the Constitution and the detainment of citizens in the event of a national crisis. This was aimed at left-wing activists, not the libertarians and right-wingers generally associated with FEMA theories. This has been linked to a 1970 document by Louis Giuffrida.

Project 908 saw FBI agents, working effectively undercover for FEMA, detailing large warehouses, automobile facilities, Masonic temples, Elks lodges, casinos, camp sites, Coca-Cola bottling plants, Indian bingo halls, country inns, furniture stores, and other potential relocation facilities. In Arkansas, agents lined up a meeting with Walmart executives to discuss using the company’s huge stores for Project 908, explaining as a cover that they wanted to learn crisis management techniques from companies that had large centralized leadership.

In May 1983 under National Security Directive 95 (signed by Reagan), Giuffrida & others established another 'Crisis' management project called "MEDUSA".

In another project under same name, "MEDUSA" (Mob Excess Deterrent Using Silent Audio) is a portable directed-energy non-lethal weapon designed by WaveBand Corporation in 2003-2004 for temporary personnel incapacitation. i.e. Crowd Control. In 2005, Sierra Nevada Corporation acquired WaveBand Corporation.

The weapon is based on the microwave auditory effect resulting in a strong sound sensation in the human head when it is subject to certain kinds of pulsed/modulated microwave radiation...according to the Navy — SBIR/STTR Search Database.

The project received a positive initial evaluation from the US Navy. However, Sierra Nevada Corporation had discontinued (we are told) the project as of 2008, "possibly because it may have been shown to permanently damage human brain tissue".

BTW, Sierra Nevada Corporation is of at this moment building the new NextGen National Airborne Operations Centers (NAOC) aka Doomsday plane. Though not expected to be delivered until July 2036. So, the 50 year-old EMP hardened Boeing E-4B "Nightwatch" Doomsday plane will just have to make do.
