It seems it was used before as well:
I looked into this awhile back and found the following:
The modern Russian alphabet consists of 33 letters.
Russian Character "З" is the 9th letter and the English Equivalent of "Z"
The "Z" symbol is used instead of the equivalent Cyrillic letter З (Ze) used in the Russian alphabet.
The letter "Z" does not exist in the Cyrillic alphabet.
Another is to symbolize two number 7's stacked, one of them upside down which represents 77 years since Victory Day the letter as one of the symbols of Putin's "Operation Z" special military operation.
Some interpret the Z as representing Russian words and phrases "Za pobedy" (За победы) = for victory or "Zapad" [West bound infantry].
A symbol of new Russian ideology and national identity.
Military experts think the symbols are identifying marks used to reduce friendly fire, similar to the invasion stripes used in the Normandy landings during World War II. Similar to US military invasion in Iraq where the tanks had the chevron Latin V painted on them. Russian military has also used the "V" symbol similarly standing as the word for east.
It's all very confusing on exact meaning, which is the point as both a military symbol and a propaganda tool in warfare.
The "Z" on American B-29 planes designated the 500th Bomb Group during WWII era.
