I'm not sure if the words they're looking for are exactly correct as described, but it is a new phone scam to steal that "voice ID."
Basically they are trying to record a certain phrase in your voice to steal you voice ID.
Thought this might help, but not sure if I'm way off here or not.
I think there are a lot of ways they could use Voice ID as a scam.
The easiest way is to make everyone so insecure with every other means of security, that they will line up for the chip.
