There are a whole hell of a lot of people traveling to areas of totality to watch the eclipse and many small towns in the path will become overwhelmed with out of towners. That means the store shelves and gas pumps will be wiped out and the utilities (including wifi) will be overwhelmed as well- not to mention hometown people are likely to get a case of the ass with townies trespassing and acting like entitled jerks in general. It just makes a lot of sense for authorities to tell people to stock up and be prepared for anything. I think bringing in extra forces to keep people in line is a good idea too.
Personally we will get 97-98% coverage here so we wont be traveling but will make sure we have some extra supplies just to be on the safe side because people tend to act stupid during solar and lunar events. Hell, just watch the ERs fill up and listen to the police scanner on a full moon if you doubt it!

As an American it's your responsibility to have your own strategic duck stockpile. You can't expect the government to do it for you.
