I think it's telling you that we cannot deal with all of the evils around us all at once. Sometimes, we can only deal with what is most dangerous, and have to leave the rest for another time, because dividing our attention between two evils makes us less effective at dealing with either of them.
It also says that evil cannot always be seen until it is, but once it IS seen, it can no longer effectively hid from you because, even if you can't see it at the moment, you already know it is there, and will be watching for it's reappearanvce.
