On July 26, 2025, China announced its Action Plan for Global Artificial Intelligence (AI) Governance. This initiative builds on Xi Jinping’s October 2023 Global AI Governance Initiative and presents itself as a responsible and benevolent effort to avoid global chaos. However, it reflects China’s broader ambition to shape global AI governance amidst rising technological competition.

I was going to quote more, but the Chinese are integrating AI into everything, including the kitchen sink, in regard to military defensive and offensive AI systems. Plus, they want the world to be under that AI blanket, for world security, of course.

I wanted to add that this announcement from China may help explain Trump's goals for AI lately. Apparently, this is the new "arms race" in a large-scale cold war, but this isn't about weapons systems so much as a system of worldwide control that also functions as a weapons system. How will we regain control if it gets out of hand?

If China integrates AI into their nuclear weapons, they should immediately be nuked by a minimum of 3 nuclear armed nations, so that they understand the implications and full ramifications of giving up personal control of weapons of mass destruction.

There is no excuse for building a monster and then giving up control of it to another monster.

Maybe it's a good thing that humanity doesn't have much longer left. It appears to be the most suicidal species Nature ever experimented with.

China has also sought to militarize AI (as a tool, an enabler or a methodology across technologies spanning defence, such as space, biotechnology, robotics, quantum, computing and advanced materials, as well as in the nuclear and cyber domains) to make the People’s Liberation Army a world-class fighting force.

That is a fool's errand. The fact is, the fighting efectiveness of any fighting force is the human element - it's people, it's "fighting men". All else is just window dressing. You CAN NOT "technologize" fighting spirit into your fighting men. They are either born with it, or they aren't, and the Chinese in general aren't. They have had any actual fighting spirit bred out and beat out of them over the past few millennia, until it exists no more in the Chinese "fighting" man.

Yon cannot beat down and micromanage a population, and then expect to extract "fighting men", men who think outside the box and act in ways their opponents can't foresee, out of that beaten down population.

That is why the US currently dominates among fighting forces. We are composed of fighting fools, men who will definitely act to imperil the civil liberties of their opponents in ways the opponent can't anticipate. No other fighting force on Earth, with the exception of Australia, can make that boast. It's in our DNA, just as it is in the DNA of Australians - both nations were essentially built by criminals and malcontents that the Mother Country sought to deport from their "civil" societies by transporting them to harsh, hostile environments where they subsequently flourished instead of languishing as the Mother Country hoped would be the case.

She sent her most innovative criminal elements to lands that were harsh and unforgiving, resulting in people who had to toughen up to survive their new realities, starting from an already pretty tough base, That action culminated in the modern Australian and US Fighting Man.

That is a feat that China cannot hope to match, and especially not by merely trying to replace fighting spirit with mere technology.

Especially with AI 'hallucinating' responses to situations and questions.  This idea is dumb as dirt.

Here is an example of Chinese fighting ingenuity. On the morning of 14 June, this year, China decided to try and intimidate US Naval fighting men in the South China Sea, just like they do to everyone else in the area.

The Chinese effort did not go according to plan.

It turns out that Americans are not all that easy to intimidate. 

Better luck with the Philippines, and some of their other smaller neighboring nations. When you're the Big Fish in a small pond, all the smaller fish tend to scatter from you...

Yeah, Mad Max or Book of Eli, but blended in with a dysfunctional AI that is trying to maintain control. I like the idea.
