* Too many bureaucrats, most of them probably useless CCP bilge;

* Too much money going to projects trying to make China the world superpower like prep to invade Taiwan, "Belt and Road" investments, etc.

Trying to catch up to a superpower after centuries of entrenched corruption is an expensive undertaking.
