How can anyone justify the Dems policies of catch and release ?

Democrats cannot be justified.
They want to disarm us so that we cannot defend ourselves from their pet criminals when said criminals come to rob, rape, and kill us after being set free by Democrats to resume their depredations.
Thy want to take away our health care so they can give it to foreign invaders.
They want to defund our police so that they can give our money to batshit crazy foreign projects intended to return to the ice age we are currently fighting our way out of.
They want to sell all of our state and tech secrets to the Chinese so that China can surpass the USA.
There is no logical justification for anything they do, so they make lunatic emotional appeals to... emotional lunatics to gain their support for all of this batshit-craziness.
They cannot be justified. There is no justification for them.

In Virginia this year, we are going to have a female governor, regardless of who wins. Abigail Spanberger is running for the Democrats. Lately, she has been running ads accusing the Republicans of "telling lies" about her, which she says makes her angry, and then she proceeds, in the same damned ad, to claim that as a "law enforcement officer", she "went after child predators". That is blatant bullshit. I ran a backgrounding on her. The closest she ever got to being "law enforcement" was as a US postal inspector. She did not "go after child predators" in that capacity - her concentration was on money laundering and drug dealing via the mail.
She did work for the CIA, from 2006 to 2014 (within the same time period when it was being infiltrated by the Globalists - probably no coincidence there), as an Operation Officer. What she did there is classified, but I can confidently say that she was not digging into "nuclear proliferation" or "terrorism" as she claims. Her lies about her "law enforcement" background and what she did there are enough to call into question everything else she says about her background, and it's a lot easier to pass a lie off when the truth is behind a classification, never to be seen by unauthorized folk... and authorized folk are not allowed to comment on the matter... so, what she says is all folks have to go on, and what she says is suspect - see above.
Democrats have an allergy to truth, facts, logic, and actual science. they are the parents of lies, and the truth is not in them.
How can anyone justify that?

I was based out of North Carolina for 21 years, from 1991 to 2012. I watched what happened there. An invasion force infiltrated from New York - almost entirely New York commie Democrats. Slowly, over time, they changed the entire culture of the place In 1991, it was a nice, sane place to be. By the time I managed to exfiltrate and escape, it had become damned near a communist hell-hole comparable to Cuba.
In May of 2013, I was asked by a judge in North Carolina if I ever intended to return to NC. I shit you not, these are the exact words I replied with: "With all due respect Your Honor, not just 'no', but HELL no! I wouldn't come back to North Carolina for love or money, not even a lot of love and a lot of money!"
You can see how far NC has slid since then - this gentleman was speaking in Charlotte, NC, although the murder occurred in Columbia.
