IMO Bill's narrative changes depending upon how his audience ratings move more left or more right = feeding the audiences. Ratings rule nothing else, don't support the propaganda to make others rich.

I don't know, I think he is waking up to the crazy. This was his interview with CNN (and that audience surely isn't right leaning).

It's because we are conditioned to not be able to see the smart mixed in with the stupid. We are conditioned to see only the stupid, and categorize anyone holding such an opinion into the "other camp", make an "enemy" of them. We are being conditioned, no less than Pavlov's Dogs, to separate us and prepare us for a war against "the other", a fight for control of all which ultimately benefits ONLY the totalitarians, not any of us peons.
As soon as we hear "the stupid", we categorize that person and filter them out, so that we never hear it when they mention "the smart". The authoritarians have to do that, or else they'd lose all their troops to the disease of independent thinking.
Take the "trans" issue as an example. Who really cares what an adult does on their own time and their own dime? It's their life to live, not ours, and we have no business at all passing judgement upon them. We'll all be judged soon enough, they and we alike. Do folks not realize that when they pass that judgement and try to act upon it, they are, themselves, simply closing ranks with the authoritarians on the Left? Do they not realize they are simply playing into the hands of the actual totalitarians and creating one big happy authoritarian whole right alongside their Leftist "enemies"?
What about "gay rights"? Who really cares what adults do in their own damned bedrooms? It's not like they're going to invite you in to partake. What if the shoe were on the other foot, and they started trying to outlaw heterosexualism? How would we react to that? No differently than they are reacting to the attack on them, I'd wager.
What about "Second Amendment Rights"? If I'm not shooting at you, then why in the hell should you care that I have firearms? If I AM shooting at you, then why in the hell are you not shooting back to try to neutralize me? That would be the same move, rather than trying to disarm all the people who would be inclined to shoot back at the shooter if they were armed.
You see, it works both ways, in both directions on the spectrum.
Rest assured that in the end, no one will care, and we all will OBEY because we supported authoritarianism while at the same time thinking we were ragging against it. That's just how the conditioning works in the absence of independent thought.
"Divide and conquer" works because as Maher observed, the farther you go along the extreme of your end of the spectrum, whether Right or Left, the farther you push your opponents along THEIR end of it. They are simply reacting to your extremism by strengthening their own. The more folks react, the farther folks get pushed into their own brand of extremism... and then we ALL lose. The Authoritarians, meanwhile, get to laugh all the way to the bank as they leave the voting booths.
Stupid peons. We never learn, and they always benefit from that as they lead us around by our noses.

Just me thinking out loud here, but I'd imagine that if you got a new mattress "just like the old mattress" - pre-loaded with the bedbugs - then you'd be doing it wrong. Maybe a new mattress, fresh from the factory without a pre-loading of bedbugs, might improve the quality of sleep and prevent the left-right-center rolling.
Unfortunately, at least in the US, everyone is doing what you suggest - just recycling the same old sort of political mattress.
Term limits would be a start. That would force a mattress change every few years, preventing the bedbugs from entrenching themselves in the new mattress.
Nobody likes bloodsucking parasites, which is what a politician becomes after just a couple terms.
