I have build many ac/dc electrical motors, stators', rotors, ect. And have worked in design in electric fields for such equipment.
I think what you might be getting at is 'Eddy Current' or 'Eddy Fields'? Polar magnetism can cause these. And can be highly manipulated under high volumes of current. Thus gravity as we call it generated by these electrical 'eddie's could displace anything anywhere given the right frequencies of the desired results.
