The balloons are likely there to obscure satellite photography. In the coming days I wouldn't be surprised to see hundreds or even thousands of them over the ship.
The Norks have now realized that recovery will take weeks (not some overnight venture), and thus the real damage will be exposed in the process. This suggests, as I suspected, the damage is FAR worse than reported...likely bordering on laughable from an engineering standpoint, and Kim knows it.
