That is their membership number - the order in which they became a member. For example, mine displays a "2", because I was the second member to sign up at this new site, right behind Gouhua, who was the first member to sign up here after the site set it up.
When I select a user in the shoutbox to reply to, I just left-click on their avatar. That displays their username in the reply box as "@username", without the numbers. To be honest, I've always wondered how in the devil folks got those numbers in there to begin with - now I know!
