Reminds me of their 9 dash line . Supposedly there is about two trillion dollars of rare earth minerals and that is not even counting the oil reserves which could be as much as 25% of the total oil reserves on the planet... So China already refines and produces 90% of the rare earth elements so I guess this American leadership figures we can mine the elements and ask China to refine the stuff into useful products..
